§ II Tier Determination

How the tier was earned

The Raydorf AI Maturity Standard certifies a firm at the floor of its weakest dimension. Gökçe Attorney Partnership reached Tier V (AI-Native) on every one of the seven dimensions assessed. The summary below records the evidence the assessor relied upon at the dimension level. Detailed findings and supporting documentation remain confidential to the firm and the Institute.

  1. Strategy & Leadership

Managing-partner accountability for the AI programme since 2023. A firm-level AI Operations Lead reports into the executive committee on a quarterly cadence. AI strategy is a standing item at partnership meetings; the firm could not deliver its current service mix without the AI capacity it has built, and this is acknowledged at the level of the partnership's strategy of record.

  2. Governance, Risk & Compliance

Written AI policy aligned with the rules of the Türkiye Barolar Birliği and with the EU AI Act for matters touching the Union. A live risk-classification matrix is maintained for every deployed AI tool. Engagement letters incorporate disclosure of AI involvement as a default term. Conflict and confidentiality controls extend to all model contexts; KVKK obligations are addressed at the platform and matter level.

  3. Data & Knowledge Infrastructure

Matter-level sensitivity labelling is operational across all practice areas. Retention discipline is documented and enforced through the matter management system. The institutional knowledge base is populated through an automated matter-close process and is queryable across the firm. Cross-matter retrieval by fee-earners is governed by access controls keyed to client and matter.

  4. Workflow Redesign & Operations

Discovery, due diligence, contract analysis, legal research, and legislative monitoring workflows have been redesigned around model-assisted execution as the default first pass. Sampling protocols validate model classification at the population level rather than the document level. Removing the AI tooling would not slow the workflows; it would invalidate their structure. Documented before-and-after metrics are maintained for each redesigned workflow.

  5. Talent & Operating Model

AI fluency is mandatory across fee-earner and operational roles. A designated AI Operations Lead manages tooling, governance, and training. Hiring and progression criteria reflect AI-era competencies. A quarterly training cadence covers both capability and risk. The firm's Article 4 literacy programme has been operational since the third quarter of 2024 and is calibrated to role.

  6. Client Experience

AI involvement is disclosed in engagement letters and in matter-status reports as standard. Client-facing AI-enabled deliverables are operational across the practice, including deal-room intelligence and live regulatory monitoring. Service-delivery improvements attributable to AI maturity are documented and reported to clients on request.

  7. Measurement & Accountability

Cycle-time, quality, and utilisation metrics are captured per matter. Human oversight of AI-assisted output is logged through the matter management system. The firm maintains an audit trail sufficient to reconstruct AI involvement on any matter at any time, by user, by tool, and by intervention.

§ III Attestation

EU AI Act Readiness Attestation

The Raydorf EU AI Act Readiness Attestation is issued in parallel with certification under the Standard. It evaluates the deployer-side practices required of organisations using AI systems, distinct from and complementary to the conformity assessment that AI providers may need to perform for their products.

Gökçe Attorney Partnership has been issued the Attestation in the status of Aligned. The assessment found:

  • Risk classification of the firm's AI use cases against the Act, with screening for high-risk regimes engaged in immigration, criminal, and employment-related work.
  • Article 4 AI literacy obligations met through a documented role-based programme operational since 2024.
  • Documentation discipline supporting deployer obligations, including an inventory of deployed AI systems, supplier attestations, and data-protection impact assessments where required.
  • Operational readiness to report serious incidents to the appropriate authority.

The Attestation is a deployer-side organisational readiness assessment. It does not constitute conformity assessment by a Notified Body; the Institute does not issue the CE marking required of high-risk AI systems under the Act.
